The client had leased atolls in the Maldives approximately 30 minutes by boat northwest of Male for the purpose of creating a group of 5 artificial island resorts. Three islands will initially be constructed.  SMC were engaged as the owner’s engineer to manage the task of the land form reclamation, from inception and design through to completion on site.
 
Our responsibilities covered the stages of pre-design, design, tender for construction and construction and included:

• preparation of the TOR for design consultancy services and invitation to consultants for bid
• bid assessment and assistance to the client through negotiations to award and consultancy agreement
• management of and review of output from the designer during design period
• oversight and facilitation of permit constructions
• selection of qualified potential contractors and invitation to tender
• review of tender documents for issue
• tender assessment and negotiation with selected contractor through to award and contract agreement
• preparation of contract documents
• project management of the construction phase and oversight of the site supervision team
• review of site works and procedures prior to handover to client.  

Under a separate contract we provided the 3-d modelling of the islands and estimation of quantities.
